A Bill to Ensure Universal Access to Free School Meals for All Public School Students

SECTION 1. SHORT TITLE. This Act may be cited as the "Universal School Meals Act."

SECTION 2. PURPOSE. The purpose of this Act is to ensure that all students enrolled in public schools in the United States receive nutritious meals through the National School Lunch Program (NSLP) and School Breakfast Program (SBP) at no cost, regardless of household income or eligibility under existing guidelines, in order to combat food insecurity, improve public health, and enhance student academic performance.

SECTION 3. DEFINITIONS. 

(a) School Meal Programs – Refers to the federal National School Lunch Program and School Breakfast Program administered by the U.S. Department of Agriculture. 

(b) Public School – A school that is operated by a state or local government and serves kindergarten through 12th-grade students. 

(c) Eligible Student – Any student enrolled in a public school, including students of all socioeconomic statuses.

SECTION 4. UNIVERSAL FREE SCHOOL MEALS. 

(a) Implementation – Effective beginning in the 2025-2026 school year, all public schools participating in the National School Lunch Program and School Breakfast Program shall provide meals to students at no charge. 

(b) Funding – The U.S. Department of Education, in collaboration with the U.S. Department of Agriculture, shall allocate funds to reimburse the cost of meals for students in participating schools, ensuring that the cost of meals not covered by federal reimbursements is fully funded by the federal government.

SECTION 5. REIMBURSEMENT AND FUNDING DISTRIBUTION. 

(a) Reimbursement Rates – The U.S. Department of Agriculture shall determine reimbursement rates for meals based on the cost of nutritious meals, including provisions for inflation and regional differences in food prices. 

(b) Administrative Costs – The U.S. Department of Education will cover the administrative costs incurred by public schools in the process of implementing and maintaining the universal meal system, including but not limited to meal preparation, distribution, and record keeping.

SECTION 6. BENEFITS OF UNIVERSAL SCHOOL MEALS. The provision of universal free school meals will:(a) Combat Food Insecurity – Reduce food insecurity, particularly among low-income students, by ensuring that no child is excluded from receiving meals based on their family’s financial circumstances.(b) Improve Health and Nutrition – Ensure that all students have access to balanced and nutritious meals that comply with federal nutritional standards, helping to reduce obesity rates and improve overall student health.(c) Enhance Academic Performance – Provide students with the necessary nourishment to enhance concentration, reduce absenteeism, and improve academic outcomes.(d) Eliminate Stigma – Prevent “lunch shaming” by ensuring that no student is stigmatized or separated based on their ability to pay for meals.

SECTION 7. FUNDING FOR UNIVERSAL SCHOOL MEALS PROGRAM. (a) Establishment of Fund – The "Universal School Meals Fund" is hereby established within the U.S. Department of Education.(b) Appropriations – Congress shall annually appropriate funds to support the Universal School Meals Fund, with a funding mechanism designed to ensure sustainability of the program.(c) State and Local Support – States and local school districts are encouraged to provide supplemental funding or resources to enhance the program, particularly to address regional disparities in food access or costs.

SECTION 8. REPORTING AND ACCOUNTABILITY. (a) Annual Reports – The U.S. Department of Education, in coordination with the U.S. Department of Agriculture, shall provide an annual report to Congress detailing the effectiveness of the program, including statistics on participation rates, reductions in school meal debt, health improvements, and academic outcomes.(b) Oversight – The U.S. Government Accountability Office (GAO) shall conduct periodic audits to assess the program's efficiency, cost-effectiveness, and impact on student outcomes.

SECTION 9. EDUCATION AND AWARENESS. 

(a) Public Information Campaign – The U.S. Department of Education, in collaboration with relevant stakeholders, shall initiate a public information campaign to raise awareness about the benefits of the universal school meals program and encourage schools, communities, and families to participate fully.(b) Professional Development – Provide training for school nutrition staff to implement the universal meal system efficiently, with an emphasis on nutritional education and reducing food waste.

SECTION 10. EFFECTIVE DATE. (a) This Act shall take effect on the first day of the 2025-2026 school year, with full implementation of universal school meals to be completed by the end of the 2025 calendar year.
